What are the soft-story compliance deadlines?
Per the DBS Soft Story Retrofit Program, the property owner must comply with the ordinance within the following time limit from the receipt of the Order to Comply:

What are the typical timeline phases?
Owners should start early to allow for engineer retention and retrofit design, permit application and LADBS plan check review, construction, and document review. After construction completion, the design professional puts a statement on the approved plans (§91.9310.2) and the Department files a County Recorder certificate (§91.9306.6) per Ordinance 183893. These phases must fit within the deadlines above.
